Are the two lamps independent, or do they share a common anode?

Take the lamp wiring from the drawing rather than from the description, because common anode and independent are both used across this family and the difference decides whether your PHY can drive them from a single pin. On our board the two lamps are driven separately so link and activity report independently, which is what the green and yellow pairing is for. If you only have one LED pin free, you can drive both from it and lose the distinction.

Tab down with the cable coming from above. Does that put a tight bend on the pair?

It puts the bend on the other side of the connector, which is usually what you want. With the latch underneath and the cable entering from above, the cord leaves the jack and turns away from the board rather than across it, so the bend radius falls outside the enclosure rather than into the component space. Keep 4x the cable diameter as a minimum and the pair will be fine; the failure mode to avoid is a tie wrap pulling the cord against the jack body.

How much power can this carry, and does the jack limit the PoE+ budget?

The page states IEEE 802.3at compliance, which is the 30W class at the source, and the jack is rated to pass it. What limits a real installation is usually cable loss and the PD controller rather than the connector, so budget the run and the conversion efficiency before assuming the full class is available at the device. On our camera the draw was 11W at the device from a class 4 port, and the shell ran 12C above ambient.

The page says 100/1000 Base-T. Does the port still link at 10Mbps to an old device?

The published speed field is 100/1000, so that is what we can confirm, and a 10Mbps-only device is outside it. In practice most PHYs behind a jack like this negotiate downward, but you should not plan a product around behaviour the datasheet does not claim. If a legacy 10M device is on the roadmap, confirm with the vendor against the PHY you are using before committing, because the magnetics and the PHY pair decide the answer, not the jack alone.

100/1000 negotiation is worth watching on a part like this. The port will link at either rate, so a camera that only does 100M will come up at 100M and everything looks normal, but the cable and the jack are now carrying PoE+ at a rate the installer may not have expected. We label the port speed inside the lid so the next person does not chase a phantom fault.
